H.R. 5456 – ‘‘NOAA Weather Radio Modernization Act of 2025’

According to page 246 of NOAA’s FY 2026 Budget Estimate, the telecommunications system is the “cornerstone” of National Weather Service (NWS) field operations, “integrating many other programs such as NEXRAD, and other weather radars, weather satellites, sensors, and instruments.” This weather experimentation and monitoring apparatus uses microwave radiation as a tool for global observation, aka, surveillance, enabling interoperable platforms such as Artificial Intelligence (AI), the Internet of Things (IoT), the Internet of Bodies (IoB), and beyond.

Framed as a public good to “help” with weather forecasts, the ‘‘NOAA Weather Radio Modernization Act of 2025’’ is an expansion of capabilities related to data collection, 24/7 surveillance, and cognitive warfare via satellites, ground-based telecommunications infrastructures including microwave antennas, and wireless devices.

As described in the “Management of Individuals’ Neural Data Act of 2025,” introduced last week in the US Congress [emphasis from ZG]:

“(1) an individual’s neural data and other related data can be monetized and used to shape individual behavior, emotional states, and decision making in ways existing laws do not adequately address;

(2) vertical corporate integration of neurotechnology, artificial intelligence systems, wearable devices, digital platforms, and global data infrastructure may create interconnected systems with insufficient transparency, accountability, or user control regarding the use of such data;”

This “wireless control grid” is being deployed without public consent, in the USA and around the world through  global weather monitoring and experimentation infrastructures.


H.R. 5456: “NOAA Weather Radio should provide equal access and availability to unimpeded broadcasts of weather and non-weather hazards to every person located within the United States, its territories, and Tribal lands…the Administrator shall acquire additional transmitters as required to expand coverage to rural and under served communities, national parks, and recreation areas.”

The “NWR Modernization Act of 2025” – To provide guidance for and investment in the upgrade and modernization of the National Oceanic and Atmospheric Administration Weather Radio All Hazards network, and for other purposes.”
